This is a relativaly new party, only a few years old, originating in a
splitter group of CDS-PP, the rightmost of the 4 traditional
"big" parties in Portugal. The Partido da Nova Democracia (PND - Party of New
Democracy) got somewhat implanted, at least amongst the voters, but
never came close to electing people to anything: its 2005 electoral
score (a parliamentary election) placed it in 7th place, right behind
the largest of the small parties, the maoists of PCTP-MRPP, with 0,7% of
the votes, making it the largest of the small right-wing parties in
Portugal.
As for the symbol, its main element is a stylized drawing of a swallow, in blue.
The party has a (really bad) website at http://www.pnd.pt which shows
this symbol in a banner stating its opposition to the european
constitution, which adds the words "NovaDemocracia" to the symbol in
red and blue. This is also present in the flag, but I'm not sure that
it's also in red and blue, because I can't see any difference between
the shades of grey of "Nova" and the "D", the only letter visible
in the word "Democracia". Still, since shades of grey are at best shady
evidence (like the pun? ;), I decided I better GIF with the two colours.
The flag also includes a second instance of the party name below a
horizontal line and the main symbol, perhaps just in case people still
didn't know by now what was that flag all about. The motto seems to be
to never underestimate public stupidity ;) . Now, I can't say for sure
what colour this last element is, but from memory, and considering that
there doesn't seem to be (again) any difference in shade between that
and the rest, I'm betting blue without considering it a risc of
commiting an error.
